Consultant tender on youth participation
NCVYS has been awarded £1.6 million by the Big Lottery Fund under its Young People's Fund 2 to facilitate the development of the NCVYS national youth forum, ENVOY and its Young Partners Award. NCVYS now intends to appoint a consultant to help develop a five year business plan, alongside a young people's steering group. We are looking for a consultant or team of consultants with experience in business plan development as well as knowledge of youth participation practices and principles. The deadline for tender submissions is 5pm on Wednesday 14 January 2009. Further information will be available on the NCVYS website from lunchtime on Monday 22 December 2008.

Link Up: Invitation to Tender
Through its diversity work and Factor in Faith programme, NCVYS has identified that many organisations working with young people from BME and faith backgrounds have found it difficult to access support and information available to other voluntary and community organisations. Therefore we are looking for three partners who will help to address this situation in different localities in England. These pilots will explore how strategic interventions can be made that will improve the context for organisations working with young people from BME and faith communities. YSDF Third Round
The third round of the Youth Sector Development Fund has been launched, inviting expressions of interest by 23 January 2009 from smaller organisations with proposals to deliver positive activities to disadvantaged young people. Third sector youth organisations with a turnover of under £1 million who can evidence clear need and effective approaches to delivering positive activities for young people with potential for financial sustainability are invited to apply for up to £600,000 over two years.

Review of Restraint
The Government has published its response to the Review of the Use of Restraint in Juvenile Secure Settings. The reform programme will be backed by an additional £4.9 million over the next two years. In July 2007, following the findings of the coroner in the inquests into the tragic deaths of Gareth Myatt and Adam Rickwood, the Government announced an independent review. The Report submitted in June 2008 by co-chairs Peter Smallridge and Andrew Williamson (former Directors of Social Services), proposed 58 recommendations to bring greater clarity and consistency across all three secure settings and to build in safeguards for young people who experience restraint.

Aspirations
The Government has published a report on the ‘Aspirations and attainment in deprived communities' as part of a joint project between the Social Exclusion Task Force, the Department for Children, Schools and Families (DCSF) and Communities and Local Government (CLG). It explores the potential to raise the attainment of young people in deprived communities, by raising aspirations and changing attitudes within these communities. The report says more needs to be done to raise the aspirations of young people, especially boys from isolated white working class communities. Policy recommendations will be published as part of the Social Mobility White Paper in 2009.

BBC services for younger audiences
On 11 Million's take-over day, NCVYS's young chief executives asked the policy team to respond to the BBC Trust's Review of BBC services for younger audiences - BBC Three, Radio 1 and 1Xtra. An online poll on the NCVYS website informed a varied and interesting response.

Votes@16 consultation
In order to inform a response to the Youth Citizenship Commission, NCVYS also carried out an online poll with its membership to consider whether the voting age should be lowered from 18 to 16 years. The poll was carried out in November 2008 to which we received 41 responses. This briefing paper provides a summary of key findings resulting from the responses received. The Consultation has been submitted to the Youth Citizenship Commission in December 2008.

Talking Diversity Tasters Days
NCVYS has developed a new course tailored for the sector to look more closely at culture, faith and diversity, and how youth work can help. We would like to offer colleagues an opportunity to sample the training by attending one of two FREE Taster Days to be held on 28 January and 4 February 2009 at the NCVYS office in London. These sessions will be aimed at those who: work with young people; run organisations that work with young people; or support organisations that work with young people and those who want to explore how diversity relates to their work.

YourFilm09
The Daily Mirror, Mediabox and Bebo have launched the competition YourFilm09 to find young, undiscovered filmmakers. They are offering a chance for ten talented people aged 13-19 to win a grant and the help of industry professionals to turn an idea into a short movie, screened on Bebo, TV and at Mirror.co.uk. Entrants need to write a short paragraph describing their film idea and submit it to Mediabox. The closing date for entries is Monday 5 January 2009.

CHANGEit
CHANGEit, run by Common Purpose and sponsored by Deutsche Bank, recognises, supports and rewards young campaigners aged 11-18 in the UK. CHANGEit has a new award for photos taken by young people that show campaigning or change in action. Its aim is to share positive stories about what young people can - and are - doing to make a difference in their communities. Pictures can be of young people doing volunteer or campaign work. They do not need to be recent photographs and can show the before or after of a school or community project for example. Awards of £250 are up for grabs in the photo contest. Finalists' photos will be displayed at a photo exhibition in central London and every young person nominated will receive a certificate of recognition. The closing date is Monday 12 January 2009.

Young people's health
The second annual conference of the Association for Young People's Health held in London on 26 February 2009 will provide an opportunity to explore the benefits, challenges and boundaries of integrated working in young people's health, across the four nations of the UK. The event will look at how we can achieve more effective multi agency working through case studies, practice examples and research.

19 Under 19s
19 Under 19s is a campaign by DCSF aimed at revealing the true image of our nation's teenagers. Local authorities and community groups were invited to nominate young people aged 19 or under, who are making an active contribution to their local area and, crucially, a positive difference to their own lives. From these nominations, DCSF selected the most inspiring 19 to become the face of real youth in England.

Olympics and languages
Baroness Coussins led a debate in the House of Lords on what steps Government is taking to prepare for a multilingual Olympic Games in 2012. Themes include young language ambassadors and using the Games to inspire young people to learn languages.
