Hours: 37 hours per week

Salary: £32,000 to £40,000 per annum plus 5% contributory pension

Responsible to: Board through the Chair

Responsible for: All staff and volunteers of Norfolk CVYS

Overview: Norfolk Council for Voluntary Youth Services has been going through a period of significant change and development over the past two to three years. Having traditionally provided support to voluntary sector organisations working with 13 to 19 year olds we have now widened our vision and changed the Objects of the Charity to provide services for organisations working with children and young people aged 0 to 19 and up to 25 for those with additional needs. We have also recently appointed a Workforce Development Officer to support the voluntary sectors Children's Workforce. We now want to make the next critical move in our development through the appointment of the Chief Executive. This will initially be funded for the first year from our own reserves. The Chief Executive, supported by the Board of Trustees, will be expected to secure sufficient income to fund the post from year two onwards, as well as secure funding for the development of the organisation as a whole set against the strategic vision developed by the Board. The main purpose of the Chief Executive role is to lead the organisation in such a way as to enable it to:

- support the development of the Voluntary/ Community Sector working with Children and Young People and their families in Norfolk

- deliver services to member organisations and young people, and meet the objectives of externally funded programmes.

- engage strategically with all stakeholders and participate fully within the integrated children and young people's services in Norfolk

- develop its programmes

- increase its profile and recognition

- grow its unrestricted funding

- ensure organisational sustainability and financially efficiency


Specific tasks:

  • In conjunction with the Board of Trustees to produce the Strategic Plan and any Business Plans as required.
  • To ensure the delivery of the organisation's Strategy and Business Plan as approved by the Executive.
  • To ensure the implementation, monitoring and compliance of programmes relating to external funding.
  • To ensure provision of direct line management to all members of staff of Norfolk CVYS.
  • To ensure regular liaison with the membership and representation of the VCS interests at local, Regional and National levels.
  • To act as the responsible person in respect of health and safety within all aspects of the organisations activities and operations.
  • To ensure full compliance with employment law.
  • To provide leadership and advice to the Board of Trustees on policy development.
  • To oversee the efficient and legal management of the organisations finances and provide the Hon. Treasurer with all relevant financial information.
  • To embed quality and continuous improvement into the organisation through the implementation of an appropriate quality assurance system.
  • To contribute to the delivery of Norfolk CVYS training programmes as appropriate.
  • To undertake any other reasonable duties specified by the Chair or the Board of Trustees not specifically mentioned elsewhere within this job description.

Other

  • There will be a requirement to work a limited number of evenings and weekends.
  • The post will be based in Norwich.
  • The hours of work are 37 per week. No overtime payments will be payable.
  • The post-holder will need to travel around Norfolk and on occasion other parts of the country in order to fulfil the duties effectively, for which expenses will paid currently 35p per mile plus subsistence expenses.
  • The annual holiday entitlement will be 28 days plus public holidays.
