Commissioning in Children's Services guidance
The Commissioning Support Programme has published a short guide on achieving better outcomes through commissioning in children's services. The guide describes the commissioning process and key principles, sets out how commissioning links with local strategies and plans, and gives case studies of how Children's Trusts and Children's Fund teams have successfully developed commissioning in local areas, including in partnership with the voluntary and community sector. A useful list of additional resources is included.

Regional Young People's Commissioning Roadshow
Following on from the National Young People's Commissioning Forum held in May 2009, a series of Regional Young People's Commissioning events will take place from 15 October to 6 November 2009. Delivered by the Youth Sector Development Fund and the Commissioning Support Programme, the events will be free to attend and will cover the commissioning and provision of effective positive activities for young people in each region. Commissioners and providers will be able to network and develop a solutions-focussed dialogue. NCVYS members are encouraged to attend.

Celebrate young people's involvement through the Young Partners Award 2009
The Young Partners Award is a celebration of young people's involvement in decision making within voluntary and community organisations and projects. If you know of an organisation that works with and for young people, why not nominate them? Winners will receive cash prizes, certificates, promotional opportunities and free membership with NCVYS. Further education study from Learning and Skills Council
The Learning and Skills Council has published a new longitudinal study which followed over 4,800 learners from 2005/06. The learners were surveyed in late 2008 to explore the continuing impact of participating in further education (FE). It includes evidence of: the value of FE in moving people closer to, or into employment; the reported longer term benefits of participating in FE; and further evidence in terms of helping people to enter self employment.

YJB confirms Integrated Resettlement Support programme
The Youth Justice Board (YJB) has confirmed plans for a new Integrated Resettlement Support (IRS) programme, designed to assist young people with the transition from custody back into the community. The programme will work with local partners to ensure that all appropriate services, such as education, employment, substance misuse and accommodation, are offered to each young person. The programme is backed by £6m from the Youth Crime Action Plan and £2.4m from the YJB, over two years.

Barnardo's study on child sentencing
A Barnardo's study of children aged 12-14 years old who have served a custodial sentence, has found that more than a third of them should not have been put behind bars, when judged against the Government's own criteria. Locking up or giving up? is the second in a series of reports from Barnardo's and gathers evidence from 61 youth offending teams.

New Youth Work Qualifications
Lifelong Learning UK is currently running a project to consult with the sector to determine qualification requirements for the youth work workforce across the four nations. The aim is to develop new qualifications that are fit for purpose and fully supported by the sector. The project is also looking at how qualifications can be used in Modern Apprenticeships, Foundation Degrees, accredited short programmes and pathways to professionalism. Audit Commission's report on local authorities and recession
A new Audit Commission report looks at how local authorities are responding to the 2008/09 recession. It finds that local and national government have made a positive initial response to the recession, but it warns that councils should prepare for worsening social impact as unemployment rises. Demand for benefits, welfare and help with debt are growing, and social problems such as domestic violence and mental ill-health are expected to follow as the recession deepens.

Audit Commission - ‘Tired of Hanging Around' event
The Audit Commission is organising a free national conference on 10 September in Birmingham to debate, challenge and share good practice on issues relating to young people. Building on the report Tired of hanging around, which found that millions of pounds could be saved by keeping young people out of the criminal justice system, the conference will look at: the lack of positive activities in local areas; the impact of the recession on young people's opportunities; anti-social behaviour and crime among young people; and negative stereotyping of young people.

Working successfully with children and young people from various faiths and cultures
On behalf of Participation Works, NCVYS is delivering a series of training sessions based on the popular guide with the same title: ‘How to work successfully with children and young people from various faiths and cultures'. The next session is taking place on Wednesday 16 September 2009 from 10am to 4.30pm at the NCVYS office in London. The training day will enable participants to develop knowledge in this specific area of participation; ideas and exercises to use with children and young people; and confidence to incorporate the training in their own work.

Consultant needed for associate membership scheme feasibility study
NCVYS wishes to appoint a consultant to carry out a feasibility study into a potential associate membership scheme. This scheme would be aimed at private and public sector organisations that don't meet the criteria for full NCVYS membership but who may have an interest in working with us and our network, and receiving NCVYS news and information. BBC Blast and BAFTA TV Craft Bursary Scheme
BBC Blast and BAFTA have teamed up to present a new opportunity for young people to break into the world of television by encouraging writing, music and production talent through a new bursary scheme. As part of Screen-Skills, 8 young people (16-19 year olds) will win a £3000 bursary and 6 months with industry professionals to create their own new piece of TV gold. 4 of the 8 winners will be nominated for a Screen-Skills award and get to walk to red carpet at the BAFTA TV Craft awards 2010. They will also get guidance from a BAFTA award-winning mentor.

Media Trust Future Jobs Initiative - opportunity for members
As part of the Department for Work and Pension's future jobs initiative, Media Trust will fund eligible young people (18-24) to work within charities, voluntary organisations and social enterprises across a variety of media and communications disciplines, including Marketing, PR, Digital Media, Journalism and Video Production. Your organisation will receive a support fee of £1,500 per young person. The deadline for expressions of interest is Wednesday 19 August by 5pm.

Funding for more councils to offer free swimming to young people
Local councils that are only offering free swimming for people aged 60 and over, are being given the chance to provide it for people aged 16 and under as well. LAs not participating in the scheme will be able to join, providing they offer free swimming for both age groups. In addition, any council offering the scheme as a result of this move, will be able to apply for a share of a capital modernisation fund of £25m to build new pools, or renovate existing ones, in 2010/11.

Youth Justice awards for art and communication
The Youth Justice Board is accepting entries for two separate competitions: the Communicating Youth Justice Awards aimed at practitioners and the Annual Youth Justice Convention Art Show open to young people in secure estates. Prizes are on offer in both and the deadlines for both competitions are Monday 5 October 2009.

Factor in Faith second edition available now NCVYS has just published the second edition of its Factor in Faith publication, which has been updated and changed in format for 2009 onwards. The document aims to help organisations to develop faith and culturally sensitive youth work practice and sets out a series of principles that organisations can pledge their commitment to in order to help achieve this. NCVYS launches Safe Systems safeguarding accreditation scheme
On the 29 September 2009 NCVYS will be launching a new safeguarding accreditation scheme titled Safe Systems. The scheme will help small to medium voluntary and community organisations achieve good safeguarding practice and provide an introductory level of achievement towards the established NCVYS Sound Systems accreditation scheme. Ministerial response following APPG on Youth Affairs
Diana Johnson MP, Parliamentary Under-Secretary of State for Schools, has written a response following the All-Party Parliamentary Group (APPG) on Youth Affairs in April 2009 which launched the APPG's programme around social mobility. The response aims to answer questions posed by young people at the April meeting, including issues around sex education raised by members of ENVOY, NCVYS's national youth forum.

UK Youth Parliament debate - call for ideas
On Friday 30 October 2009 the elected members of the UK Youth Parliament (MYPs) will be the first ever body of people (young or old) that aren't MPs, to sit in the House of Commons and debate the issues that matter to young people in the UK. UKYP is calling on the network to ask their young people to suggest issues they want to hear debated on 30 October.
